EVOLUTION OF XINJIANG'S REGIONAL ECONOMIC COORDINATED DEVELOPMENT FROM PERSPECTIVE OF SPATIAL CONVERGENCE

Regional coordinated development strategy as one of the key concept for new period is of practical significance to maintain Xinjiang's stable society and to power rural development. This paper uses Xinjiang's 85 countywide 2000 to 2018 panel data to establish a spatial Barro & Sala-i-Martin model, which is applied to study the evolution of Xinjiang's regional economic coordinated development from perspective of spatial convergence. Xinjiang shows a clear economic development variance in the north and south with an outstanding spatial convergence owing to countywide difference. Countywide economic growth displays a conditional β convergence at a low speed, suggesting issues in regional coordinated development. Fixed asset investment, human capital and urbanization level, positively affecting the convergence of countywide economic growth, are the major approaches to promoting regional coordinated economic development. Population growth and deposit saving rate are impactful elements to countywide economic growth, higher population growth rate in southern Xinjiang's four cities plays a key role in enlarging the south-north economic variance. This paper puts forward suggestions on developing southern Xinjiang's four cities' modern agriculture to increase their economic growth, boosting new urbanization construction by raising its quality to support amid regional coordination, optimizing investment structure to increase investment efficiency, maintaining an appropriate population growth rate in southern Xinjiang's four cities and structurally, reforming financial supply side in converting deposits into effective investing channels.

This paper uses the panel data of Xinjiang's 15 prefectures to analyze the factors of urbanrural residents income variance from production elements to dual system by selecting appropriate spatial econometric model. Due to their different dual systems and production elements, the urbanrural income in Xinjiang's prefectures varies largely. Urbanpreferred policies and higher rural birth rate cast impacts on diminishing the urbanrural income variance. There is a lagging influence of Xinjiang's urbanrural income variance that the income variance in neighboring regions largely influents the local urbanrural income variance.

Tourism resources are a base for tourism industry. Finding out the real quality of tourism resources is the premise of tourism development. To study the mechanism of geographical environment to tourism resources is better to know the features of tourism resources. Geographical fringe has stronger influences on tourism resources because of its special structure and function of environment and resources. Qingchen district, Qingyuan city as a typical geographical fringe was selected to find the influence of geographical fringe on tourism resources. The results show: 1) the transition, edge effects and location advantages of the geographical fringe are the main factors that influence on distribution, grade and type of tourism resources; 2) geographical fringe not only produces the advantages of tourism development, such as closing the market, many resources and easy to form favorable resources, but also reduce the quality of tourism resources. Understanding these rules is better to use the advantages of geographical fringe, and achieve the success of tourism development.

This paper, based on the regional sustainable development mechanism, discusses the resource-environment industrial transformation in Beijing-Tianjin-Hebei, analyzes the heterogeneity, openness and difference in regional industrial structures, which shall be integrated so as to achieve the complementarity during regional industrial development. Under the resources and environment and ecological capacity, this paper discusses how to set up an integration mechanism of regional development and urban space, and presents some suggestions on industrial transformation and structural adjustment.

The tourism industrial development has stepped out of a single land utilization way. The sparse land resource leads to an extensive land utilization, which has become a new hot point in tourism. This paper, based on the concept of tourism land, combines the traditional classification of tourism resources, discusses the ascription of tourism lands in land utilization classification system, and summarizes the application of tourism lands in land resources management, waits for an emphasis on tourism lands.

This paper, according to land utilization change survey during 1998 to 2004, applies land utilization dynamic model and land utilization comprehensive index model analyzes quantitatively the land utilization change, and studies the induced ecological service value with the results indicating an outstanding change in land utilization structure, which means an increasing land utilization extent followed by a decreasing ecological service value. This paper suggests that a sustainable development of land utilization in Jingzhou shall be based on high land utilization efficiency and a good ecological environment.
